HD/eHD camera for streaming in a limited bandwidth

Hello,

I would like to use a HD/eHD camera for streaming in a limited bandwidth (target-bitrate=420000). I’m using gstreamer and can see the stream using gst-launch-1.0 v4l2src device=/dev/video_h264 ! video/x-h264 ! decodebin ! xvimagesink

Could you guide me on how to set HD/eHD camera H264 stream to the bitrate of 420000?
